|In modern societies, we are facing complicated problems and that increase the uncertainty and disharmony in humanity. To solve these problems, we are required to bring together cross disciplinary wisdom and respond to social needs to achieve total optimization and harmony. Our association was established to contribute to the realization of a better society, administration, industry and academic community through knowledge acquisition and systematization of innovative problem resolution from the perspective of both theory and practice. Furthermore, we consist of academics, researchers and business people. On the basis of our fundamental concept in creating a new structure, we do research in thinking and methodology to realize innovative value creation and total harmony all at once. We are focusing on unique and creative management methodologies with a focus on two P’s (Project and Program). The name of the association, P2M, represents our wish to succeed and evolve the intellectual assets in this field beyond generations. Recently, Japan faces complicated social problems like environmental destruction, nuclear accident, safety of food, unemployment of elderly people, the pension problem and disaster in medical care etc. And all of these are caused by the interaction of human behavior, institutions, organizations, and systems in common. Although public administration or businesses have been coping with those problems on an individual basis, we have learned that there are limitations in with that concept and methodology. Under such circumstances, program management thinking has been receiving widespread attention in which complex projects are implemented with all the related elements being distilled into a specific mission. In the field of social technology (ex. paradigm shift, complexity science, cognitive science, meta-engineering), software systems approach or business engineering, the utilization of the methodology has been generating productive researches and outcomes. The objective of P2M is to systematize and evolve the comprehensive management capability like human perceptual capability, imagination, architectonics, planning, and execution. And P2M, based on the concept of extended system engineering, facilitates the project with cross disciplinary thinking and methodology as a Life Cycle Management with defining vision, planning, investment and operation.

| Our studies cover a broad range of area as shown in chart 2 which are classified into 5 domains of critical information network, development, innovation, service, public administration. This is because the solution for the issue of confrontational multiple factors has become absolutely necessary in the complexity field.
For example, in the electric commerce (domain of Internet), multiple issues concerning settlement, law, encryption and application of IT technology need to be solved at the same time. In addition, in the domain of development, it has become critical to research the confrontational themes like “Winner takes all” where first developer acquires all the advantages, business risks described as “Time to Market”, and the speed of developments. One of the approaches to these research is the P2M thinking and methodology which receive broad attention from public administrations and industries, and joint effort between industry and academia is expected to promote the cross disciplinary research.

Ⅲ.Subject of our research
Chart 3 outlines important and representative methodologies in P2M. In the research of modern social problems, complexity, uncertainty, total optimization and equivocation become keywords. From these perspectives, we have developed some effective methodologies like scenario, systemization, modeling, investment evaluation, gaming simulation, etc. Scenario methodology, being also related to future research, evolved from the work of Peter Schwartz and is receiving remarkable attention. In addition, the system’s dynamics proposed by Forrester of MIT has been evolving as a technique which realizes integral analysis of causal sequence of all of the related elements in terms of event, scenario, and system on a trial basis. System methodology has highly matured in academia and has been developed in the field of engineering and information science as seen with independent system, multiple system, dispersed system, etc. This disciplinary achievement has been expanding and succeeded to social engineering and soft system methodology. In addition, it has been applied to the architecture field like with overall structuring or functional design. In terms of the interface of the information technology, modeling with an architecture as a specific method is absolutely necessary. And among all, business modeling is a remarkable and widely expansible theme these days. Programing and projects are implemented in investment arms that include portfolio assessment and analysis of multidimensional risks and returns concerning politics, economics, finance, technology, competition and market. Gaming simulation gathers attention as a method of consensus formation which facilitates experiment in associating the real world with a virtual one and involves communication between stakeholders.

Accordingly, they are being required to have innovative idea, knowledge, methodology which enable to integrate engineering system, business model and service know-how into new structure. Development of new structure is effective concept also for public policy planner who are dedicated to realization of sustainable growth of society.
